A decorated St. Paul police officer pleaded guilty Monday in Ramsey County District Court to harassing a woman she believed had rekindled a romantic relationship with a man the officer had also been romantically involved with.
Jessica E. Phillips, 28, pleaded guilty to one count of gross misdemeanor harassment. Another count of harassment and one of unauthorized computer access will be dismissed when she is sentenced July 1 by District Judge Rosanne Nathanson.
Phillips, of Cottage Grove, admitted that she sent one e-mail and four text-messages to her supposed rival, Kelly Thomas, on Sept. 20 and 21. The e-mail and texts contained tales of her sexual exploits with the man, according to the charges.
Nathanson ordered Phillips to comply with the presentence investigation and remain law-abiding.
Phillips has been on voluntary leave from the department. “No comment,” she said when asked if she planned to rejoin the force.
