Consider these three things before deciding to get involved in an off-duty situation:
1. Emergency/Urgency: Is it an emergency? Is it urgent that I get
involved? Is someone about to be seriously injured or killed?
2. Importance: Is it important that I get involved? Is a cop about to get
beat up unless I step in?
3. Lack of Urgency: Is this something that can be resolved without my
involvement?
