The Vancouver Police Department will offer a $10,000 incentive to Entry Level Officers as follows:

The newly hired Entry Level Officer will receive: $2,000 on their first paycheck and $8,000 upon successful completion of the CJTC academy, the FTO process and probation.

The Vancouver Police Department will offer a $25,000 incentive to Lateral Police Officers as follows:

The newly hired Lateral Police Officer will receive: $8000 on their first paycheck; $8500 on their paycheck immediately following successful completion of their probation and $8500 on their paycheck immediately following their three year employment anniversary.

To qualify as a Lateral Police Officer for this incentive, the Lateral Police Candidate must be currently employed as a Police Officer who has successfully completed their Field Training and Probationary status with their current department. The Lateral Police Applicant must also meet all other standards as set by the Washington State Criminal Justice Training Center to be qualified as a Lateral Police Applicant in the State of Washington.

*educational incentive of 2.5% for 2 year degree, 5% for 4 year degree. Shift Differential for Swing shift and Graveyard shifts. Holiday Premium paid at 2.4% monthly.

Family and domestic partner health benefits include medical, vision and dental. Medical coverage provided through Regence Blue Cross Blue Shield. Dental Benefits are provided through Washington Dental or Kaiser Permanente.

Other benefits include a deferred compensation program, flexible spending accounts, life insurance, retiree health savings, 529 College Savings Plan, paid days off and sick leave. Retirement benefits are provided through Washington State Law Enforcement Officers’ and Fire Fighters Retirement System (LEOFF II).

In addition, Washington State offers 12 weeks of paid bonding leave to each parent upon the birth of a child and offers an additional 4-6 weeks of paid medical leave to all mothers that give birth. This paid leave is separate from any sick or vacation time the Officer accrues at the department.

The Position

The City of Vancouver is a growing community that sits on the north bank of the Columbia River directly across from Portland, Oregon. The population of Vancouver is approximately 190,000 residents and encompasses just over 51 square miles. Vancouver, the fourth largest city in Washington, combines the excitement of a major metropolitan area with the appeal of a mid-sized community and abundant recreational opportunities. Downtown Portland, Oregon is a 15-minute drive. The Pacific Coast is less than 90 miles to the west; the Columbia River Gorge scenic area, as well as the Cascade Mountain Range, are just to the east; Mount Saint Helens National Volcanic Monument and Mount Hood (climbing and skiing) are both less than two hours away.

The Vancouver Police Department strives to be a full-service organization with challenging opportunities in police work for individuals who are interested in providing quality law enforcement services to the public. Its officers are charged with protecting life and property through the enforcement of laws and ordinances including the prevention, detection and investigation of crimes and civil infractions and exercising of arresting authority.

The Vancouver Police Department deploys out of our Headquarters / Administration building and two precincts. Our current authorized staffing through 2020 is 234 sworn Officers and 63 civilian support staff. The patrol schedule allows for generous days off. Patrol Officers work 10 1/2 hour shifts on a 5/4, 5/4, 5/5 schedule (on/off). Besides patrol, officers have the opportunity for special assignments in areas such as SWAT, Traffic, Persons and Property Detectives, Street Crimes, Neighborhood Police Officers, Canine, Narcotics, Gangs, Bike Patrol, Honor Guard and Child Abuse investigations, Digital Evidence Cybercrimes Unit, Domestic Violence Detectives, and others.

Police Officer is a full time, regular, non-exempt union position. This position is covered under the provisions of an agreement between the City and the Vancouver Police Officers Guild.

Minimum Qualifications

The ideal candidate must maintain self-discipline and credibility through honest and ethical behavior and must have strong skills and abilities in a wide variety of areas including communication, creative problem solving, community service, teamwork and leadership.

Candidates must meet the following requirements prior to the examination date:

· United States citizenship OR Permanent Lawful Resident

· 21 years of age

· High School Diploma or its equivalent

· Valid driver's license

· Completed a state certified law enforcement academy

Successfully completed field training in an Enforcement setting, not in a correctional setting

· Maintained any mandated certification such as firearms qualification and first aid/CPR

· Received a final offer of employment, or be working as a full-time, commissioned law enforcement officer within the last 24 months

The City of Vancouver requires successful completion of a thorough background investigation, and post offer psychological and medical examination, including pre-employment drug screen.

Candidates must successfully complete each step of the selection process to obtain an offer of employment. Candidates may be removed from the process at any time for failing to meet the established standards.

Application. All candidates must complete an online City of Vancouver Civil Service application.

Structured Oral Interview. The video based interview assesses law enforcement experience as well as the skills necessary to be successful as a police officer such as observation skills, problem solving ability, persuasiveness and flexibility.

Background Investigation. A background investigator conducts a comprehensive investigation based on information provided by the candidate in an interview and on a personal history questionnaire. The investigation also includes a behavioral traits assessment and polygraph examination.

Final Selection Interview. This interview panel screens for strengths that will lead to job success.

Post Offer Process. Candidates who receive a conditional offer of employment must successfully complete a medical examination, including a drug screen and a psychological evaluation prior to receiving a final offer of employment.

Position Duties

Patrolling a designated area of the City;

Responding to a variety of calls for service involving criminal and non-criminal situations and taking necessary police action;

Preparing accurate reports;

Conducting investigations, collecting evidence and interviewing witness/suspects;

Testifying in Federal, State and local courts, and in administrative hearings;

Working in partnerships with the community to solve problems;

Developing public relation contact with civil groups, schools, businesses, neighborhood organizations and other law enforcement agencies;

Representing the police department to other city service areas, elected officials, outside agencies, and to various citizen groups;

Performing other duties required to accomplish the objectives of the position.
