(EAST PROVIDENCE, R.I.) -- A man stopped early Sunday morning by East Providence police in a sport-utility vehicle that they say had been repossessed from him in September failed to make bail yesterday and was being held at the state prison on five charges.
Patrolman Stephen Kelleher fired a shot into the hood of the 1998 Ford Explorer after the driver, Terrell A. Osborne, 45, of 25 Woodman St., Providence, tried to run over the officer, the police said.
No one was injured by the shot. Osborne was arrested after a short chase and charged with assault with a dangerous weapon, possession of cocaine, possession of a stolen car, eluding a police officer and driving with a suspended license.
Yesterday, after a District Court hearing, Judge Michael Higgins set bail at $ 50,000 with surety. Because the case against Osborne involved three felonies, no pleas were entered in District Court.
Osborne failed to make bail and was returned to the Adult Correctional Institutions, where he had been held since Sunday.
According to the police, the Ford Explorer had been repossessed from Osborne in September and was reported stolen within a few days of its repossession.
Kelleher and Patrolman Michael Jones had been staking out the vehicle for a couple of hours, keeping it under surveillance and waiting for its driver, the police said.
Osborne drove the SUV out of a parking lot on Grosvenor Avenue at about 1:15 a.m. Sunday, the police said.
The Explorer traveled a short distance from the parking lot, then stopped, and Osborne spoke with someone standing on the sidewalk, the police said.
Kelleher pulled his cruiser in front of the Explorer, left his vehicle and walked toward Osborne, ordering him to stay where he was. Osborne looked at the Kelleher and then accelerated in the direction of the police officer, the police said.
Kelleher fired one shot at the car and dove out of the way.
Jones, in his unmarked cruiser, chased the SUV west on Grosvenor Avenue for about three-quarters of a mile, the police said.
Osborne then tried to turn left onto Purchase Street at Taunton Avenue, lost control and crashed into a traffic control box. His car brushed against the side of a parked car and then stopped beside Sacred Heart School, according to the police.
