Federal Indictment Accuses Officer of Assaulting Man in Handcuffs

SAN ANTONIO (AP) -- A Central Texas law officer is accused in a federal indictment of assaulting a man in handcuffs after a traffic stop.

Federal marshals and FBI agents on Thursday arrested Crystal City police officer Jimmy Aguilar on charges of violating the civil rights of the man who said the officer beat him.

Aguilar was held without bond Friday in Del Rio after his arrest at the Police Department. He was indicted Wednesday by a federal grand jury in Del Rio, said Shana Jones, a spokeswoman for the U.S. attorney’s office in San Antonio, which has jurisdiction in Crystal City.

The four-count indictment accuses Aguilar of severely beating a handcuffed Victor Hugo Jimenez, then of Crystal City, after stopping him on Aug. 7, 2001.

Jimenez, 26, was a passenger in a car stopped by Aguilar and Zavala County sheriff’s deputies, according to a federal lawsuit Jimenez filed against Aguilar, the city, sheriff’s deputies and Zavala County.

Law officers were seeking Jimenez after receiving reports of a man involved in fights at a local bar.
