One of six Calif. officers involved in fatal OIS being sued for another fatal shooting

The officer is in the midst of dealing with a civil lawsuit for another fatal shooting that occurred in 2018

VALLEJO, Calif. — One of six officers who fatally shot an armed man in a Taco Bell parking lot earlier this month is already facing a civil lawsuit for shooting and killing a man in 2018.

Vallejo Police Officer Ryan McMahon, who has been on the force for more than seven years, and five other officers responded to the fast food restaurant on Feb. 9 after a 911 call about an unconscious man.

Police officials said that when officers woke up Willie McCoy, he “moved his hands downward” toward the handgun in his lap. The department hasn’t released the body camera footage.

According to The Guardian, McMahon is being sued for excessive force in the 2018 shooting death of Ronnell Foster. McMahon stopped Foster, who fled the scene. After a brief chase, McMahon and Foster struggled, during which the officer told investigators that Foster took his flashlight and raised it in a threatening manner.

A federal complaint notes that Foster was shot in several times in the back and the back of the head.

McCoy’s family has hired an attorney to investigate whether the officers were justified in the use of deadly force.
