ELK GROVE, Calif. — Tuesday morning, Officer Dan Templeton was starting his shift with the Elk Grove Police Department when a couple pulled alongside his patrol car and honked frantically.
He told the couple to pull off of Elk Grove Boulevard, which put them in the parking lot of Les Schwab’s Tire Center.
Dashcam video shows Templeton opening the couple’s car doors — that’s when he saw Vanessa Rios, giving birth.
