Evaluating the Use of Force

Law Enforcement personnel MUST, during the application of force, constantly evaluate the situation. Does the suspect still pose a threat? If “yes” - what is the appropriate force option to help the officer gain safe control and stop the problem. The officer must maintain self control. The force used must be proportional in order to be within constitutional limits. Refer to case law Graham v. Connor 1989 for the “Objectively reasonable” standard to a non-deadly force situation.
