A Baltimore police commander resigned amid criticism of a Feb. 22 memorandum in which he instructed officers to question all black men they saw late at night at a bus stop where a rape by a black man had occurred. The commander, Maj. Donald E. Healy, who is white, issued a statement that said: “I’m deeply sorry if I offended any citizens. I assure you that my intention was to apprehend a violent criminal; it had nothing to do with profiling.”
