LOWELL, Mass. — Officer Kevin Garneau was off duty, wearing jeans and a T-shirt, when he spotted a man in a business suit in Fort Hill Park yesterday about 5:45 p.m.
Police say Garneau noticed the man had one of his sleeves rolled up, a plastic baggie next to him on a rock, and a needle in his hand.
Garneau sprung into action barely two hours after clocking out for the day.
Police say Garneau approached the man in the park, displayed his badge, and had the man get down on the ground as on-duty police were called for backup.
David Boulanger, 34, of 70 Virginia Ave., Lowell, was soon in custody for two counts of possession of a class B substance.
Police said Garneau found cocaine in the plastic bag, and two tablets of Suboxone in Boulanger’s pants pocket.
Boulanger was released last night, and was to be arraigned today in Lowell District Court.
Boulanger could not be reached for comment after his release. A telephone listing for him in Lowell is disconnected, according to a recording.
