(LEBANON, Tenn.) -- A Tennessee man first told police that he posed as an officer and pulled over a 19-year-old woman on Dec. 6 because he thought she was intoxicated and wanted to make sure she was all right, a detective testified Thursday.
But Mark Mixner, a 37-year-old business owner and father of two from Knoxville, Mixner later confessed his intentions weren’t exactly noble.
“He admitted that he was fulfilling a fantasy that he had about being a police officer and making a stop,” Springboro Detective Tim Parker told a judge during a preliminary hearing in Warren County Court.
Although the incident has drawn the interest of nearly two dozen police agencies investigating unsolved homicides, rapes and missing women, Mr. Mixner said he has never engaged in such behavior before, Detective Parker said.
Following testimony by the detective and the 19-year-old woman, Judge Dallas Powers ruled there was enough evidence to support charges of kidnapping, impersonating an officer and possession of criminal tools. He sent the case against Mr. Mixner to a grand jury for possible indictment.
Mr. Mixner remains free on a $ 10,000 cash bond.
The 19-year-old woman testified Thursday that she had just left Bojangle’s night club in West Carrollton about midnight Dec. 6, when she noticed blue and red flashing lights behind her.
She said she pulled over on Ohio 741. She said a man, later identified as Mr. Mixner, walked up to her window and asked her whether she had been drinking. She denied being intoxicated and he told her to pull off the main road onto Pennyroyal Road, the woman testified.
Mr. Mixner ordered her into his unmarked Chevrolet Blazer, identified himself as Officer Williams with the West Carrollton Police Department, and said he was working with Springboro police to find drunken drivers.
“He was acting like he was trying to help me. He told me he didn’t want me to get in any trouble, that there was a sobriety check point up the road,” she said. “He was asking what I would do to get out of the situation.”
The woman said Mr. Mixner asked her for oral sex and other sexual favors. When she declined and began crying, he allowed her to leave, she said.
Mr. Mixner was arrested a short time later in the Bojangle’s parking lot after a description of the Blazer was broadcast.
Detective Parker said three sets of flashing lights, a ski mask, a black, brown and red wig attached to a baseball cap, and three pairs of eyeglasses were found in the Blazer.
