Handcuffed 97-Year-Old Triggers New Policy

Highland Park, Texas police revised a policy requiring the arrest of anyone with an outstanding warrant because of the arrest of a 97-year-old woman.

Dolly Kelton, 97, was handcuffed and taken to jail for a traffic warrant April 22, triggering public outrage.

Officers in the Dallas enclave can now seek a supervisor’s approval to use discretion in deciding whether to arrest and handcuff elderly individuals or people with disabilities, the Houston Chronicle reported Sunday.

“I think it’s appropriate to say we have defined some discretionary areas without placing at risk our officers,” said Detective Randy Millican, public information officer for the Highland Park Department of Public Safety.
