ST. LOUIS, Mo. — A Mo. officer faces assault charges after allegedly hitting a man suspected of robbery.
Surveillance video released Monday shows a man fleeing from police after stealing another man’s casino earnings, then falling on the pavement where he’s quickly apprehended by police.
Charles Proctor, who has been suspended from his job as a patrol officer since October as a result of the incident, allegedly assaulted Jermaine Lacy during his arrest, according to KMOV.
According to police, Lacy, who had already been banned from Missouri casinos because of a previous trespassing charge, tried outrunning casino security but was eventually caught.
According to authorities, the surveillance video shows Proctor putting his hands around Lacy’s neck during the arrest. They also say Proctor used abusive language.
Lacy claimed the arrest led to him having an asthma attack, which prompted officers finding a wheelchair for him.
Proctor was initially arrested on suspicion of second-degree assault and third-degree assault, but charges were never filed, according to the article. The disciplinary hearing started Monday for the July 5 incident.
