PITTSBURGH -- The body of an inmate was found outside the Allegheny County Jail early Thursday morning, Warden Ramon Rustin said.
Allegheny County Medical Examiner Dr. Cyril Wecht identified the body as that of Frank Sebetich, 58, from Washington County.
Sebetich was found near an intake ramp where prisoners are brought into the jail.
