  • Mark Kroll, PhD, FACC, FAIMBE, is a biomedical scientist with a primary specialty in bioelectricity. Secondary biomedical specialty is biomechanics with a focus on the biomechanics of arrest-related death (ARD). His bioelectricity scientific work involves researching and lecturing on electric shocks and their effects on the body. In his subspecialty of ARD biomechanics, he published the first paper establishing the amount of weight required to crush the human chest and the first paper on fatal head injuries from electrical-weapon-induced falls.

    He is an adjunct full professor of Biomedical Engineering at the California Polytechnic University. He was awarded “Fellow” recognition by the American College of Cardiology and the Heart Rhythm Society and awarded Fellow status by the Engineering in Medicine and Biology Society and the American Institute for Medicine and Biology in Engineering. He is the author of over 200 abstracts, papers, and book chapters and co-editor of 4 books including “TASER® Conducted Electrical Weapons: Physiology, Pathology and Law” and “Atlas of Conducted Electrical Weapon Wounds and Forensic Analysis.” Mark frequently serves as an expert witness in use-of-force litigation and is a compensated member of Axon’s scientific and corporate boards.

  • William L. Sandel, Ph.D., is an assistant professor of Criminology and Criminal Justice at Missouri State University and the Director of the Graduate Certificate in Crime Prevention. Prior to joining the faculty of MSU, Dr. Sandel worked as the research specialist at the Advanced Law Enforcement Rapid Response Training (ALERRT) Center. The ALERRT Center has been named the national standard by the FBI for active shooter training and response.

    Dr. Sandel has led multiple research projects resulting in publications. He has experience in experimental design research, survey research, vision tracking software and virtual reality software. Dr. Sandel has conducted national studies in policing that have resulted in working relationships with police officers at all levels of government. Additionally, he has guided several graduate students through the research process resulting in manuscripts and national presentations.

  • Ken Plunkett is a police captain with the West Covina Police Department with over 23 years of law enforcement experience, including beginning his career with the Los Angeles Police Department in 1998. Captain Plunkett has worked in various fields of law enforcement to include patrol, bike patrol, gang and graffiti investigations, street level and major narcotics, and SWAT. He has management experience in the areas of patrol operations, jail operations, professional standards, FTO program, support services to include records and dispatch, internal affairs, and a department-run software development enterprise offering CAD/RMS solutions to various law enforcement entities. Captain Plunkett has also served as a less lethal, defensive tactics and active shooter instructor. Currently, Captain Plunkett is assigned to oversee the Department’s Patrol and Investigative and Support Services Divisions.

    Captain Plunkett earned a Master’s Degree in Emergency Services Management from the California State University of Long Beach and is a recent graduate of the California P.O.S.T Command College Program.

  • Sheriff Don Barnes was elected the 13th Sheriff-Coroner for Orange County, California in November 2018. He began his law enforcement career with the Orange County Sheriff’s Department (OCSD) in 1989. Sheriff Barnes leads the 4,000 sworn and professional men and women who serve in areas as diverse as Patrol Operations, Criminal and Special Investigations, the County’s Crime Lab and Courts, Coroner’s Office, as well as those who serve in Orange County’s five jails that collectively comprise one of the nation’s largest jail systems.

    The Sheriff serves as an executive officer with the California State Sheriffs’ Association (CSSA) and serves as the chair of CSSA’s Technology Committee. At the national level, he is chair of the Major County Sheriffs of America’s (MCSA) Intelligence Commander Committee. In that capacity, the Sheriff is working to ensure open communication amongst local, state and federal law enforcement regarding threats like terrorism, drug trafficking and cyberattacks.

    Sheriff Barnes has a Bachelor of Science in Business Administration and a Masters in Public Administration. He is a graduate of the FBI National Academy, the FBI National Executive Institute, USC’s CREATE Program on Counter-Terrorism, the Senior Management Institute for Policing and IACP’s Leadership in Police Organizations. Sheriff Barnes has also been an instructor at the Orange County Sheriff’s Department’s Regional Training Academy and adjunct faculty for the Peace Officers Standards and Training (POST) Management School through California State University, Long Beach.

  • Captain Brian P. Bubar was hired by the San Pablo Police Department in December 2002. After only having three and half years in patrol, Captain Bubar was assigned to the West Contra Costa County Narcotics Enforcement Task Force (West-NET), as a Narcotics Investigator. He has been recognized throughout the state for his undercover work with large-scale narcotics operations. He was selected by his peers as Officer of the Year after he successfully infiltrated a notorious street gang as an undercover officer.

    In addition to his patrol duties, Captain Bubar successfully implemented a progressive recruitment program. He helped formulate the Cadet Program by creating selection and hiring standards and was selected as the supervisor for the Priority Oriented Policing Unit. He has served as one of San Pablo Police Department’s Hostage Negotiators for more than 10 years. He is a graduate of the Sherman Block Supervisory Leadership Institute, as well as POST Command College. Captain Bubar is currently pursuing his Master in Science Degree from the University of San Diego in Public Safety/Law Enforcement Leadership.

  • Lieutenant Shane Foley is a 14-year veteran of the Indianapolis Metropolitan Police Department. He currently supervises the public affairs office. His previous assignments include being a recruit training sergeant, a patrol sergeant and a strategic investigations officer.

  • Commander Michael Claborn has 25 years of law enforcement experience. He is currently the Criminal Investigations Division Commander for the Santa Ana Police Department. Commander Claborn recently graduated from California’s P.O.S.T. Command College, conducting futures research on officer wellness. He also implemented the first Therapeutic K-9 in Orange County, California, and authored an article on officer wellness that was published on the cover of the Winter 2019 edition of California Police Chief’s magazine.

  • Ed Sherman, Psy.D., is an organizational consultant, executive coach and leadership development specialist with 40 years of experience in public safety. Sherman initially performed fire suppression, rescue and EMS duties in the New York City area, and later worked in law enforcement in San Diego. He also worked as a criminal intelligence supervisor for the California Department of Justice where he coordinated a joint federal, state and local law enforcement investigative group.

    Dr. Sherman was trained in Critical Incident Stress Management (CISM) and has performed critical incident stress debriefings, defusings, demobilizations and individual peer support for first responders and other personnel in situations involving line-of-duty deaths, suicides and other traumatic events. He is a graduate of the San Diego State University Trauma Recovery Services certificate program and was appointed as a member of the advisory board. Dr. Sherman has performed workplace violence threat assessments, served as the primary violence threat assessor for the County of San Diego, and coordinated risk management activities related to maintaining a safe and secure work environment.

    In his work as an organizational consultant and executive coach, Dr. Sherman has provided services including assessment, training, team building, and process improvement facilitation for staff at all levels including executives and boards of directors.

    Dr. Sherman received his doctorate in clinical psychology from Alliant International University, California School of Professional Psychology in San Diego, and holds master’s degrees in management and psychology.

  • Lieutenant Brian Churchill is a watch commander for Wilshire Patrol Division with the Los Angeles Police Department. He concurrently serves as a Lieutenant Commander in the Coast Guard Reserve and was a White House Fellow from 2018-19. Brian earned a master’s degree from the University of London and a bachelor’s degree from Boston University.
