St. Paul, Minn. (AP) -- A St. Paul man died Wednesday after a struggle with police. Officials said James Arthur Cobb, 42, became unresponsive after he was handcuffed. He was pronounced dead at Regions Hospital.
The incident began early Wednesday after a woman reported that a man walking in the middle of the street tried to stop her car. An officer arrived and called for help because Cobb was agitated and shouting.
Other squads arrived and tried to calm Cobb, but police said in a statement that he refused to comply and became combative. Officers sprayed Cobb with a chemical irritant, used batons on him and shocked him with a Taser, Police said.
The Ramsey County Medical Examiner planned an autopsy to determine the cause of death. Homicide detectives were investigating.
Five officers were placed on paid administrative leave, which is standard practice.
