Connie McNamara is a founding partner of Preparedness Global and has more than 30 years of experience in strategic communication and crisis response. McNamara has served as a senior leader in a variety of organizations and has handled communications around complex situations involving natural disasters, finance and civil and criminal investigations. A former journalist, she has presented on communications at national and international conferences.

Christopher J. Munley has served as a deputy director of public safety for the Sandy Pines Recreational Community in Hopkins, Michigan, since 2019. He is a former U.S. Department of Justice-certified PREA auditor, providing PREA policy consultation, development and auditing services to adult prisons and jails, lockups and community confinement facilities.

In 1996, Christopher began working at the Ottawa County Sheriff’s Office in West Olive, Michigan, retiring as a sergeant and operations supervisor with the Ottawa County Sheriff’s Office Correctional Facility in December 2018.

He is a military veteran who served a combined 13 years in the US Army, the US Army Reserves and the US National Guard. Christopher is a graduate of the Northwestern University School of Police Staff and Command, and a certified “gang expert” through the National Gang Crime Research Center in Chicago, Illinois. Christopher was the PREA coordinator for the Ottawa County Sheriff’s Department in Michigan from 2005-2018 and has been instrumental in the development and implementation of the PREA standards for his agency. Christopher joined the Lexipol team as a content developer in December 2018.

Donald R. Weaver is an attorney who specializes in law enforcement matters, including officer representation, police training and risk management. He spent 13 years as a police officer in Missouri and California and has worked various assignments including patrol, SWAT, drug investigations, street crimes, forensic evidence and policy coordinator. He previously served as VP, Learning and Policy content, for Lexipol.

Officer Terry Cherry has been with the Charleston Police Department for 8½ years and currently serves as the agency’s recruiter. In her role as recruiter, she developed a five-year recruitment strategic plan in compliance with the department’s racial bias audit and developed quantitative measures to track the plan’s success.

Officer Cherry has applied evidence-based policing to drive changes in recruitment processes, policies and marketing efforts. She was recently published in the July 2020 Great Ideas edition of IACP’s Police Chief magazine and was selected as a 2020 National Institute of Justice LEADS Scholar. Officer Cherry holds a BA from UCLA and an MBA in global business with an emphasis on international finance and economics from Pepperdine University.

Baron Dyer is a sergeant with the New Britain Police Department with over seven years of law enforcement experience. He is part of the Crisis Negotiation Team in New Britain and serves on the recruitment selection committee. He holds a Master of Public Affairs degree from the University of Texas Rio Grande Valley and a Master of Arts in Criminal Justice Degree from American Military University.

Miriam Foxx is a captain with the Chula Vista (California) Police Department. She is an adjunct professor with Azusa Pacific University teaching criminal justice management. A retired US Navy lieutenant with over 20 years of experience in anti-terrorism/force protection and law enforcement physical security operations, she has a graduate degree from the University of Phoenix in Administration of Justice and Security, and she is a graduate of the California POST Command College.

Captain Toni Roach is a certified law enforcement officer and has worked for the Pasco County Sheriff’s Office in Florida for nearly 20 years. Her law enforcement experience includes patrol operations, community policing, school resource officer and training.

Captain Roach holds a master’s degree in Public Administration and is a certified Mental Health First Aid Adult Instructor and a Florida Department of Law Enforcement Public Safety Instructor. Captain Roach worked as a trainer and sergeant of the training unit for three years. Her responsibilities included training and coordinating new member orientation, in-service cycles and overseeing record management and certifications of over 900 certified law enforcement and correctional officers.

In 2016, Captain Roach took on the role of agency liaison for mental health and community collaboration and training in Pasco County. She is a certified CIT coordinator for the Pasco Sheriffs’ Office and three municipalities in Pasco County.

Captain Roach oversees the Pasco Sheriff’s Office Behavioral Health Intervention Team. The mission of the Behavioral Health Intervention Team is to connect those in the community who are at risk due to mental health and/or substance use with services, and make their lives better. This is accomplished through collaboration between law enforcement officers trained in crisis management and behavioral health community providers.

Chief Charles Werner is a 47-year veteran of public safety. He served 37 years with the Charlottesville (Virginia) Fire Department, retiring as fire chief. During his career, he served two years as a reserve deputy with the Albemarle County Sheriff’s Office. Charles presently serves as director of DRONERESPONDERS Public Safety Alliance, is a member of the International Public Safety Association’s UAS Committee, is chair of the Virginia Secure Commonwealth UAS Sub Panel, is an FAA-certified remote pilot, and is a member of the IACP Aviation Committee and APSA. Charles was recognized as Homeland Security Today Magazine’s Person of the Year in 2019 for his work on public safety drone programs.

Al Cobos has over 32 years of law enforcement experience with the Los Angeles County Sheriff’s Department (LASD). He holds a master’s degree in emergency services administration and a bachelor’s Degree in vocational arts from California State University, Long Beach. He is an award-winning faculty member of the University of Phoenix, Southern California campus for his research course development in managing teams.

He currently serves as a sergeant at the LASD Training Bureau’s Education-Based Discipline/Leadership Unit where his primary responsibilities involve training personnel who have been disciplined. He is also responsible for developing executives, supervisors, recruits, civilian/professional staff and instructors in their pursuits on the department. He is the primary consultant and owner of Dychelon LLC, which is a law enforcement and human resources training provider.

Professor Caren Cambre is a career homicide prosecutor, an experienced law school professor and the creator of LAW ENFORCEMENT ON THE STAND, a national law enforcement witness training program. She is licensed to practice law in New York, Louisiana and the District of Columbia. With more than 30 years of courtroom experience, she has worked extensively with law enforcement preparing and presenting their testimony.
