  • Bruce Praet is the co-founder of Lexipol and a partner with Ferguson, Praet & Sherman, a law firm with over 30 years of specializing in defending police civil matters such as shootings, dog bites and pursuits while representing management in personnel matters. Bruce started his law enforcement career in 1973 as a police officer in Laguna Beach. In 1974, he moved to the Orange Police Department where he worked patrol, detectives, SWAT and K-9. After finishing law school, he went to work as an Assistant General Counsel to the Los Angeles Police Protective League and later served as an Assistant City Attorney for the City of Orange, exclusively handling police litigation. Bruce has been heavily involved with POST committees and curriculum and is a frequent presenter to federal, state and local law enforcement groups across the country.

Mike is also an attorney and is a frequent presenter on various legal issues including search and seizure, use of force, legal aspects of interrogations and confessions, wrongful convictions, and civil liability. He is a consultant and instructor on police legal issues to the New York State Division of Criminal Justice Services and has taught officers around New York State for the last 11 years in that capacity. Mike is also a past president of the New York State Association of Chiefs of Police, a member of the IACP Professional Standards, Image & Ethics Committee, and the former Chairman of the New York State Police Law Enforcement Accreditation Council. He is a graduate of the 2009 F.B.I.-Mid-Atlantic Law Enforcement Executive Development Seminar and is a Certified Force Science Analyst.

  • Sergeant (Ret.) Robert Bemis retired in 2017 as a supervisor in the Operational Training Division at the Pennsylvania State Police Academy in Hershey. With over 30 years of law enforcement experience, Sgt. Bemis spent more than a decade as a trainer specializing in officer safety, self-defense and civil disorder tactics. He is the author of Forged in Scars & Stripes: A Trooper’s Victory Over Critical Injury. Sgt. Bemis is currently the Director of Training at Wrap Reality, a virtual reality training solution for law enforcement and corrections.

  • Dalton Webb is a retired Sergeant who spent 18 years with the Fort Worth Police Department in Fort Worth, TX. He spent his career in a variety of assignments and developed the FWPD Real-Time Crime Center as an officer in 2012. Dalton retired as the supervisor over the RTCC in addition to being a Deputy Director over the FWPD Fusion Center.

    As a law enforcement instructor and speaker, Dalton has become one of the nation’s leaders on training and developing strategies on the concepts of integrating crime centers and technology into the daily mission of policing agencies. Under his leadership, the Fort Worth Real-Time Crime Center became a national model for technology-driven policing.   • Sergeant Stephen B. Yakots is a 15-year law enforcement professional with extensive experience in patrol, mental health, public order, research and development, strategic communications, use-of-force, incident management, training, and investigative roles and assignments. He currently works on special projects involving annual events, secondary employment contracts, noise and street closure permits, union relations, emergency management, modified duty supervision, as well as a Byrne Criminal Justice Innovation Program grant. He also had a successful military career, retiring from the Missouri Army National Guard after 20 years of service. Mr. Scism served as a public safety and private sector consultant and instructor for over 20 years.
