Tom Burrell began his career in maritime enforcement in 1992 when he enlisted in the U.S. Coast Guard, following his service in the USMC Reserves during Desert Storm. He would see service in Key West, (Fla.) Norfolk, Va., and New York City, both afloat and ashore with duties, which ranged from drug and alien interdiction to recreational boating safety. During this time he would serve in a variety of positions including boarding team member, boarding officer, boat crew, coxswain and master helmsman. Achievements include Coxswain “C” School Honor Graduate, numerous humanitarian service awards and involvement in several high profile joint operations — including the security for JFK International Airport during the 50th anniversary celebrations of the United Nations.

In 1997 he left the USCG to pursue a position with the Pennsylvania Fish & Boat Commission as a Waterways Conservation Officer, a position that would include postings in Northcentral & Southeast Regions. In 2002 he was promoted to sergeant, in 2012 he was promoted to captain in the Special Investigation Section, and in 2015 was selected for LtCol and Assistant Bureau Director. As LtCol he was in charge of agency training, the agency academy, cadet selection and the Northern tier operations. He retired in 2023 and spends his time hunting, fishing and keeping up with the latest law enforcement developments.

Tracy E. Barnhart Desert Storm/Desert Shield. Upon leaving the Marines in 1992, he became a police officer with the City of Galion, Ohio PD. Barnhart was the youngest officer to attain the rank of Staff Lieutenant and established a productive community-oriented policing program. Barnhart then left Galion to become the Chief of Police for the Village of Edison, Ohio where he continued his effective community education programs. Barnhart attained his Ohio Peace Officers Training Commission as a Unit Instructor teaching several law enforcement and correctional courses at the state academy. In 2000, Barnhart left law enforcement to start a career with the Ohio Department of Youth Services in juvenile corrections at the Marion, Ohio Juvenile Corrections Facility. The Marion Juvenile Correctional Facility is maximum security male correctional facility housing over 320 with over forty beds being super maximum security lock down capable. Barnhart deals with male felony offenders ages 16 to 21 with violent criminal convictions and aggressive natures.

Lieutenant Vance ‘Fox’ Rosen serves as a member of a metropolitan county police department. He brings nearly two decades of public safety experience to his writing, having gained his knowledge serving in patrol, criminal investigations, training, detention, dispatch, and SWAT as both an entry team member, as well as a sniper. Vance holds a Bachelor’s Degree from Georgia Southern University in Criminal Justice, and a Master’s Degree in Public Administration from Columbus State University. He is a graduate of the Georgia Law Enforcement Command College.
