DAYTON, Ohio — The president of the Dayton Unit of the NAACP commended Police Chief Richard Biehl for firing the rookie officer involved in the shooting of Ricky Moore.
Biehl discharged Officer Jack Brooks on Tuesday, July 29, due to unsatisfactory performance. City Manager Rashad Young approved the chief’s recommendation.
“I believe this is a step in the right direction and a step to hopefully start healing some wounds,” Dayton NAACP President Derrick L. Foward said.
The recommendation follows a comprehensive administrative review of Brooks’ actions since becoming a probationary police officer in November 2007.
During his probationary period, Brooks was the subject of at least 10 investigations. Two district commanders raised concerns about Brooks’ truthfulness and ability to handle stress.
On July 19, Brooks — on patrol alone — shot and killed Moore, 35, who had been committed to a state mental hospital and was wanted on a drug warrant. Witnesses said Moore attacked the officer on Parkwood Avenue as Brooks attempted to handcuff him. The officer told investigators he believed Moore was armed.
Foward said Moore’s death is part of a larger issue — four police shootings since May. Biehl has invited community leaders, including Foward, to meet Friday to discuss relations with police.
