  • Deputy James “Zack” Holley is a patrolman for a southeastern sheriff’s office in Texas. Along with a bachelor’s degree in criminal justice from Sam Houston State University, Deputy Holley holds a Master Peace Officer’s license, is a certified Drug Recognition Expert, an SFST instructor, a vehicle crash expert/reconstructionist, field training officer and firearms instructor, and has received several awards throughout his career. With offices in 24 countries, Arbinger is a recognized world leader in improving organizational culture, conflict transformation, and changing mindset. Chip serves as an adjunct professor for the University of Missouri—Kansas City, and an instructor at the Kansas City Missouri Police Leadership Academy. He works as a consultant for the Missouri Peace Officers Standards and Training Commission, the Missouri Attorney General’s Office, and was recognized as the International Law Enforcement Educators and Trainers Association’s trainer of the year in 2020.     Chip is the President and CEO of CDH Consulting L.L.C., serving international law enforcement, military and corporate clients. He is a past president of the National Law Enforcement Training Center, a not-for-profit corporation dedicated to delivering effective training to the international law enforcement, corrections, security, and military communities.

    Chip has 35-years of experience in the martial arts, with a background in competitive judo and kickboxing. He is an accomplished author and co-wrote “Unleashing the Power of Unconditional Respect-Transforming Law Enforcement and Police Training,” a textbook used in promotional processes and graduate programs.   • Sarah Shendy, M.S., is currently a police sergeant with the Case Western Reserve University Department of Public Safety. She was the inaugural director of the Office of Law Enforcement Recruitment. With over 15 years in law enforcement, Shendy is committed to training and recruitment. Because of her cultural and religious knowledge and background in Muslim and Middle Eastern populations, she previously served as a Terrorism Liaison Officer. In 2012, she designed and facilitated training for law enforcement officers and other public service employees on more effective ways to interact with Middle Eastern populations. She also served as a subject matter expert for the Community Diversity and Procedural Justice Committee with the Ohio Peace Officer Training Academy. Shendy is the first known Muslim Arab-American woman to be a police sergeant in the State of Ohio.

  • Troy R. Tobler currently serves as a watch commander with a Metro Atlanta law enforcement agency. In his 23-year career, Lt.     Lt. Lt. Tobler has guest-lectured at colleges in Georgia and New York on topics ranging from the Fourth Amendment and investigations to street-level bureaucracy and police hiring.

    Lt. Tobler earned his Bachelor of Science in Business Administration from Auburn University and his Master of Interdisciplinary Studies in Criminal Justice Administration from the Andrew Young School of Policy Studies at Georgia State University. Additionally, Lt. Tobler has earned professional certifications in Management, Supervision and Advanced Law Enforcement. He is a veteran of the United States Navy, husband, and proud father of two sons.

  • Sergeant Jamie Borden (ret.) founded Critical Incident Review (CIR) in February 2020 when he began instructing the Enhanced Force Investigations & Cognitive Interview Course. Jamie determined there to be a missing link to the effective investigation and reporting aspect of complex force scenarios. The missing link is the application of the science relevant to three major categories: 1) human factors, 2) forensic video evidence review and analysis and 3) effective interviewing and reporting based on an understanding of global investigative processes.

    He has lectured as a senior and lead instructor with Force Science (FS), as well as a top-tier force analyst recognized nationally. He was the first nationally certified advanced specialist regarding the analysis of human factors related to officer-involved critical incidents. Jamie taught and lectured for FS for over eight years.

    Prior to retiring from a large department in Nevada, he created the Use-of-Force Training and Analysis Unit for his agency from 2012-2018. Since 2012, he has been conducting training and lecturing in the area of police performance and conducting force reviews and analyses. He has reviewed, analyzed and investigated hundreds of cases for his own department and on a national level as a court-certified expert in the field. His field of expertise is in police performance factors (human factors related to law enforcement), use-of-force decision-making, forensic video review and examination and police policy and practice.

  • Jason Daughrity recently retired after having served the State of California for over 31 years in both municipal and state-level policing. Jason’s final assignment was serving as the captain (commander) of the California Highway Patrol’s Field Support Section, which coordinates California’s statewide organized retail crime task force program, amongst other statewide investigative initiatives and programs. Jason now runs Professional Law Enforcement Consulting Services (PLECS), LLC, with a focus on organized retail crime and other contemporary criminal investigative initiatives.
