WASHINGTON — Representative Norma Torres (CA-35) will be bringing a 911 dispatcher as her guest to President Joe Biden’s upcoming State of the Union Address.
Richard Montoya Jr., a seasoned 911 dispatcher and an active member of the AFSCME Union, will join Torres at the State of the Union on March 7.
Montoya has dedicated two decades to AFSCME, actively advocating for fair wages, improved healthcare and enhanced workers’ rights. His leadership and advocacy have been pivotal in promoting the interests of American workers.
“Dispatchers like Montoya work hard to keep the residents of the Inland Empire safe and they deserve a government committed to reducing the costs of healthcare, education and housing while creating good jobs and a strong, thriving economy,” Torres said. “They also deserve the government’s formal recognition as emergency responders. I hope by inviting a current 911 dispatcher I am able to bring awareness to this important issue and my bill, the 911 Saves Act to finally give them the recognition and resources they need and deserve.”
Montoya, who is based in Los Angeles and works with the City of Los Angeles, also holds a leadership role as the Secretary and Treasurer of AFSCME Local 3090.
Torres has been a consistent supporter of public safety professionals, pushing for federal aid that supports their crucial work. Her introduction of the 911 SAVES Act represents a significant effort to change how 911 dispatchers are classified, moving them from clerical positions to recognized first responders.
