MEET THE SPEAKERS:
Chief Dawn Layman has been in law enforcement since 1989 and was appointed chief of the Lenexa, Kansas police department in 2020. She serves as Vice-Chair for the Survivors of Blue Suicide Foundation, a national organization whose mission is to foster hope by uniting survivors of law enforcement suicide to support one another and honor our fallen heroes.
Andrew Toolin is a K-9 Detective with the Dickinson County Sheriff’s Office: Criminal Interdiction Team in Abilene KS. And has been a law enforcement officer in the state of Kansas for over 10 years. He is also a Homeland Security Investigations Task Force Officer, assigned to an interdiction task force. Part of working on an interdiction team allows Det. Toolin to utilize some of the most advanced crime fighting tools on the market today as well as managing multiple ALPR systems throughout his region.
Deputy Chief Chuck Young joined the Dallas Police Department in 1980 and retired in late 2019 as a Major in the Patrol Bureau. After nearly two years away from law enforcement, Chief Young moved to south Texas and joined the Victoria Police Department, serving as the Operations Bureau Commander responsible for both the Patrol and the Investigations Division. Chief Young is also responsible for the Department’s recently established Highway Interdiction Team. This workgroup teams with other agencies in the region, attempting to utilize the LPR systems to disrupt the flow of illegal contraband as it moves from the US/Mexican border toward the larger cities in Texas.
Moderator: Rob Ryan is Leonardo’s Senior Business Development Manager and Law Enforcement Liaison. He has over 32 years of law enforcement experience as a police officer with the Norman Oklahoma police department and federal narcotics agent with the U.S. Drug Enforcement Administration. Ryan supervised the Oklahoma City DEA Task Force in DEA’s Dallas Division and was the HQ Unit Chief over DEA’s National License Plate Reader program before joining Leonardo/ELSAG in 2019. His LPR expertise centers around the proper use, deployment and management of LPR’s and the development of LPR programs, training and policy.
