When it’s determined that employing your firearm is warranted, a center mass delivery is obviously ideal. However, in active shooter situations where any level of distraction and incapacitation of the gunman is needed immediately, a center mass delivery may not be available, but another target (a knee, arm or leg showing around a corner for example) may be. A round delivered to those targets may help pull the shooter off his terrified targets long enough for innocents to escape and for further law enforcement penetration.
When training, you may want to keep these types of situations in mind and consider working on delivering rounds to smaller than usual, and admittedly less-than-ideal targets.
