For years as a firearm instructor I was forced to teach patrol officers on a cold range without movement in the name of safety. Recently, after years of asking, we started keeping weapons loaded and making patrol officers keep track of rounds. Secondly after shooting a target they now must move a few steps to the side and scan the area. I have found it is very safe and officers have responded well. Of course we must remain safe on the range but start making the range more like the street.
