HAZMAT Issues

On March 23, 2003, a tractor trailer containing more than 2000 gallons of the liquid herbicide Gramoxone (paraquat dichloride) was stolen from an industrial area in Mississauga, Ontario, near Toronto, Canada. The vehicle was recovered the following day - the only thing left was one pallet of the Gramoxone. The remaining pallet was leaking herbicide from three of the containers.

Paraquat dichloride, the active ingredient in Gramoxone, is a herbicide used to control weeds and grasses in agricultural and non-agricultural areas. It is a quick acting, non-selective compound, that destroys green plant tissue on contact and by translocation within the plant. It is also used as a crop desiccant and defoliant.

Paraquat dichloride can cause moderate to severe eye irritation. The reactivity of paraquat dichloride with chlorine, at levels typically used in a drinking water distribution system, is unknown. (The appropriate analytical method for detecting paraquat dichloride in drinking water is EPA Method 549.2 available on the Internet at http://www.epa.gov/nerlcwww/m_549_2.pdf.

Gramoxone is a soluble concentrate/liquid that is blue/green in color. It contains a stenching agent that smells like very rotten meat. It also contains an emetic agent that induces vomiting.

*Copying you on an Ag-Security Alert

Intelligence from the Royal Canadian Mounted Police has indicated an alleged plot to use a tanker filled with cooking oil as an unconventional source of flammable material. The plot allegedly involved placing an improvised explosive device in or on the tanker truck, then delivering the truck to an undisclosed location for execution of the operation. Although, the plot cannot be confirmed at this point, ag-security specialists are reminded that their operations may involve potential asymmetric targets, such as large quantities of cooking oil, flour, etc. which could be used as

non-traditional explosive or incendiary agents during non-conventional attacks. The potential for use of these materials should be considered elevated for the foreseeable future. The potential risk to both personnel and facilities, should also be considered significant. Operations containing potential flammable or explosive materials, regardless of their origin or composition, should initiate or strengthen defensive operations as appropriate. Personnel working with these materials should also be verified as to identity and be regularly monitored. It may also be

appropriate to transfer personnel expressing anti-war sentiments and/or sympathies to radical causes to other lower-risk assets.

* Radioactive/More Dots To Connect? :

In Albuquerque New Mexico eight state-owned computers containing details on all of the New Mexico companies that use radioactive material have been stolen. The names, addresses and phone numbers of more than 210 businesses are contained in the stolen computers, along with what radioactive materials each is licensed to have. Thieves took the eight computer towers from the bureau’s office in Santa Fe either Thursday night or early Friday. Neither the computers nor the files were protected - they are legally accessible under the Freedom of Information Act. No one knows yet whether the computers were stolen by ordinary thieves, or if this was part of a terrorist operation. No additional this entry, be advised.

* Maritime Response TrainingA reminder from Security Agent Nick Iltsopoulos

“Every department in the state of Florida should have a unit who has basic maritime response training. Why? If there is an in-extremis incident within 12 miles of our coastline the Sheriff’s Office closest to the incident will be the agency designated as the primary for response. The military cannot respond because of posse comitatus. The U.S.C.G.'s mission is interdiction and containment, not counter-terrorist. The HRT team may not be able to arrive in time, especially if there are multiple incidents. This threat is not limited to coastal threats but also includes inland waterways, lakes, rivers etc. As threat conditions escalate, how about our readiness. You have invested significant resources in the development of your ERT unit. How prepared are they to handle a maritime threat?”

* San Francisco Law Enforcement Officers

Informed Source has been keeping you updated on San Francisco -I.E. SFPD law enforcement officers risking their lives during anarchist demonstrations - over 2000 arrests - lib San Francisco political leadership turned every arrestee loose - and here’s the punchline insult to the officers at SFPD. The radical anarchists “complained” that San Francisco officers, US citizens, should not be allowed to wear American flags or buttons on their lapels or hats in support of the United States-they said it “intimidates” them. At last report, law enforcement officers in San Francisco were ordered to “stand down” any semblance of their patriotism.

* He’s Had It with Anarchist Demonstrators:

Thought you might like to know that some man in Arizona has had it with anarchist demonstrators and recently put up a website featuring photos he’s taken at protest demonstrations. The site asks:

“UNAMERICAN? TRAITORS? CONFUSED or just plain PATHETIC??? YOU DECIDE.”

The site is causing a stir among activists and includes links to a site about not about the American Pledge of Allegiance, but the anti-war Iraq Pledge of Resistance and one dedicated to a French-products boycott. (I haven’t seen the site myself yet - was backed-up when I tried to log on.)
