When detaining anyone found loitering in an outside or public area (for whatever reason), it is a good practice to check electrical service panels, water meter boxes, chip/candy bags that appear to be litter, and literally shake the bushes. By performing these quick tasks, my partner and I have discovered numerous narcotics and weapons.
This is a basic tip, but I haven’t seen it on here so I thought it should be thrown out there.
