He was arrested and charged with theft of property greater than $2,500 and less than $30,000. Dickard remained in the Gregg County jail Thursday night.

Dickard, a homeless advocate, was arrested last month and charged with criminal trespass. He told the Longview News-Journal that he had been harassed by officers during the arrest as he waited for a bus.

He said the police chief later apologized to him for how he was treated during the arrest.
