Video: Man high on PCP strangles puppies, fights cops

The TASER had no effect on James E. Jones and it took five officers to take him into custody

MONTGOMERY COUNTY, Md. — A man was sentenced to six months in jail after he strangled two puppies while high on PCP and resisted arrest.

According to court documents obtained by the Washington Post, James E. Jones, 31, strangled two 6-week-old pitbulls in the street in June of 2015.

Officers repeatedly told Jones to release the dogs and deployed a TASER when he did not comply. The TASER had no effect.

In the video, officers attempt to arrest Jones and he tries to flee, with one dog still in his grasp. The Washington Post reported that it took five officers to take Jones into custody.

The dogs were transported to a veterinary clinic. Officials said the dogs, Mia and Chance, were in poor condition and one had damaged lungs from the abuse. The puppies have recovered and both found a home. Chance was adopted by one of the responding officers.

In addition to six months in jail, Jones received 30 months of suspended backup time and five years probation with special conditions.
