Springer Nature has released “Advancing proactive policing: Lessons from Ocean View, Delaware,” a 135-page entry in the SpringerBriefs in Policing series by John Jay College professor and former Newark, N.J., police captain Jon Shane.
The book pairs workload analysis with activity-based budgeting (ABB) to show agencies how to link every patrol hour — reactive, proactive and administrative — to actual costs and community priorities.
Shane grounds the framework in a case study of the Ocean View, Delaware, Police Department, which used ABB to demonstrate that raising its proactive patrol time from 67 percent to 75 percent required two additional officers and a 15 percent budget increase — evidence that persuaded town councilors to fund the posts.
Foreword author Gary Cordner writes that the book reframes the perennial staffing debate from “how many police do we need?” to “what do we want the police to do — and what will it cost?”
