OAKLAND, Calif. — Oakland officers have made at least 13 arrests as people protesting police killings chained shut the main entrances to the agency’s headquarters and blocked downtown roads.

Police say the arrests Monday morning came as demonstrators prevented people from accessing the building. The protesters chained shut four of the building’s doors and then chained themselves to one of them. One protester climbed a flagpole.

Television news footage also showed about a dozen people blocking two roads off Interstate 880 in downtown Oakland near the police building.

Police say two of the doors were cleared by 10:30 a.m. They anticipated more arrests.

The protest was in response to recent grand jury decisions not to indict white officers who killed unarmed black men in Ferguson, Missouri, and New York.
