Cop, girlfriend charged in husband’s shooting death

CLAYTON COUNTY, Ga. Clayton County police have charged a police officer and his girlfriend in the June 9 shooting death of her husband in the parking lot of a Forest Park trucking company.

Clayton police Chief Jeff Turner said Charles Alan Smith, 49, of Forest Park and Carolyn Allene Skinner, 50, of Stockbridge are charged with murder in the death of Donald Ray Skinner, 49.

“He wasn’t going to get a dime from this,” Turner said. “He said he did it for love.”

But police allege Allene Skinner had $90,000 to gain in life insurance with her husband’s death.

Smith had been a police officer with the state Farmers Market Police Department in Forest Park since 2004, said Poole. He said Smith worked for Jonesboro Police Department from 2002-2004.

Turner said ballistics tests match shell casings found at the scene to Smith’s police-issued .40-caliber semiautomatic handgun. Turner said Smith admitted his involvement in the case and the affair with Allene Skinner.

Police said the two had been having an affair for seven or eight months.

Donald Skinner drove for Cool Cargo Carrier, a trucking company that hauls seafood to and from New Orleans and Florida. Police said he was gunned down as he returned his truck after a haul to New Orleans.

Allene Skinner is in the Fayette County Jail on a probation violation, Turner said.

Smith is in the Clayton County Jail awaiting his first hearing.
