When Snohomish Police Chief Gordon Wiborg was hired in 2004, it was to turn around a police department suffering from a drop in morale.
Wiborg seemed like the man for the job — the city hoped he could build morale from the inside while reaching out to the community.
“I’m looking for a chief who can be a real team builder for the department and also has the ability to reach out to the community and build a true community-based policing program,” City Manager Larry Bauman said during the 2004 search.
