Launching a real-time crime center is about more than technology procurement — it’s about positioning the center as a visible, trusted part of your city’s safety strategy. Joseph R. LeDuc has been with the Scottsdale Police Department for more than 33 years and was appointed Chief of Police on April 21, 2025. He leads approximately 700 employees and serves a community of nearly 250,000 people. Scottsdale is a vibrant, safe city that encompasses over 184 square miles and hosts numerous world-famous events such as the Barrett Jackson Auto Auction and the Waste Management Open among others.

Chief LeDuc became a police officer in 1991, where he served as Detective, Patrol Sergeant, Detective Sergeant, Internal Affairs Unit Sergeant, Special Investigations Section Lieutenant and Downtown District Commander. In 2021, he was promoted to Assistant Chief of Police, where he oversaw the Professional Standards and Investigative Services Bureau which comprises all of the investigative work groups, a fully a fully accredited crime laboratory and property/evidence section, the Public Information Office, Training Section, Internal Affairs Unit, and Community Engagement Unit.

His educational credentials include a Police Supervision Certificate, a Bachelor’s Degree in Business Management, and a Master’s degree in Educational Leadership. Mr. LeDuc is a Graduate of the prestigious FBI National Academy, the Arizona Leadership Program, and the FBI LEEDA Command Leadership Program. In addition to his full-time professional law enforcement duties, Chief LeDuc is as an Adjunct Professor for Northern Arizona University where he designs, implements, and teaches multiple courses in Public Agency Management, Justice Studies, Leadership, and Intelligence.

Chris Henningsen started with the Scottsdale Police Department in 2005 and has had the opportunity to serve in all three of the agency’s Police Bureaus.

Chris started his career in working multiple different shifts as a Police Aide in the Uniformed Services Bureau. In 2011, Chris transferred to the Investigative Services Bureau to the Gang Investigations Unit and worked in the East Valley Fusion Center as a Police Analyst. In 2021, Chris was asked to assist with the development of Scottsdale PD’s Real Time Crime Center. In 2022, the RTCC moved into the Operational Services Bureau. Chris was promoted to the Real Time Crime Center Supervisor and later promoted to RTCC Manager in 2025.

Karen Sutherland is the Support Services Director for the Scottsdale Police Department, over the Communications Center and Real Time Crime Center. Since she began her career as a Records Specialist in a small police department just outside of Detroit in Michigan, Karen has held many positions in Records, Communications, and now the Real Time Crime Center. Her career spans over four decades, and she is an expert in her field.

As the Records Manager, Karen founded the Arizona Records Managers Association, and as the Communications Manager, she served as the chapter president for the Arizona Chapter of APCO/NENA Board and remains on the Executive Committee. She is a member of several state and national committees and working groups. Karen is a Registered Public Safety Leader (RPL) through APCO, holds a bachelor’s degree in Criminal Justice Administration and a master’s degree in Organizational Leadership and Administration, both through Concordia University in Ann Arbor, Michigan.

ABOUT THE SCOTTSDALE POLICE DEPARTMENT’S REAL TIME CRIME CENTER

The Real-Time Crime Center (RTCC) serves the entire City of Scottsdale and supports all police employees by providing real-time information before personnel arrive at the designated location of a call for service. The center partners with more than 25 community organizations, receiving access to over 3,500 cameras and managing a total of more than 6,000 incoming camera feeds. The RTCC works closely with the Community Engagement Unit to share real-time information that can be communicated to residents. Community transparency remains a top priority in the department’s use of technology.

The RTCC has achieved a number of significant outcomes for the community, including:

  • Recovering more than $2,000,000 in stolen vehicle value in the city since 2023
  • Preventing crime, including violent crime
  • Providing virtual on-scene awareness within seconds and delivering critical details to responding officers
  • Saving substantial investigative time and costs by reviewing video evidence and sharing footage in real time
  • Strengthening community partnerships with businesses, schools and aviation partners such as helicopter operators
