PORTLAND, Ore. — Body-camera footage released Thursday from the Sept. 24 police shooting of a homicide suspect and a police dog shows police officers firing their weapons as the suspect pointed a gun at them, with the dog holding the man to the ground.

Officers from multiple agencies were pursuing 39-year-old Eddie Brandon Todd Campbell, of Portland, when they shot and killed Campbell and the police dog, Kylo. Campbell was wanted in a homicide that happened in Gresham earlier in the day.

Prosecutors on Thursday found the four law-enforcement officers who fired their weapons justified in their actions and released a decline-to-prosecute memo.

“In the discretion of the Multnomah County District Attorney, this investigation will not be presented to the grand jury as there are no material facts in dispute related to the incident,” the memo said.

On Sept. 24 , just after 7 a.m., police in Gresham conducted a welfare check and found 60-year-old Jeff Thompson shot in the head in a residence in the 17900 block of Southeast Market Street, the memo said.

Police determined that Campbell was a suspect and that he had taken Thompson’s car from the scene, police said. Several hours later, the car’s license plate was detected at a motel in Southeast Portland and Campbell was located in the area of Southeast 99th Avenue and Pine Street.

Officers requested help from the U.S. Marshals Service Pacific Northwest Violent Offender Task Force, which includes Portland police.

When officers attempted to arrest Campbell at about 1:48 p.m., he fled, the decline-to-prosecute memo said. At one point while he was fleeing, Campbell attempted to carjack a woman, aerial footage shows. The woman refused to get out of the car and hit the accelerator, according to the prosecutor’s memo.

Eventually, Portland police officer Jerry Ables sent his K-9 partner Kylo off-leash to apprehend Campbell. Body-camera footage shows Kylo grabbing Campbell’s backpack and dragging him to the ground in the parking lot of the Chestnut Tree Inn in the 9600 block of Southeast Stark Street.

Ables and Portland police officer Kameron Fender approached Campbell and yelled at him to put his hands up. Footage shows Campbell then pointed a gun at the officers and did not appear to respond to commands to drop it. Ables is a 21-year veteran of the force and Fender has been on the force for 17 years.

Police said Ables then fired his gun four times and Fender fired five times. Deputy U.S. Marshal Aaron Pfenning and Clackamas County Sheriff’s deputy Christian Diaz also fired a combined four shots.

Campbell was struck 10 times in the torso and arms, killing him, according to the prosecutor’s memo. Police said Campbell did not fire his weapon. Kylo was also killed by the gunfire.

After firing the shots, Ables can be heard shouting, “No!”

Kylo was taken to two animal hospitals before being euthanized.

Police recovered a 0.22 caliber firearm from the scene, the same kind of weapon used to kill Thompson.
