MIAMI — Miami Police Chief Manuel Orosa released a statement Wednesday regarding a scuffle that broke out at a traffic stop between two officers that was caught on personal body cam.
Lt. David Ramras from the Internal Affairs Unit was pulled over by Officer Marcel Jackson for allegedly speeding when the confrontation ensued.
Orosa said Ramras has been reassigned to ensure there is no influence from anyone into the investigation, and Jackson was relieved of duty with pay because he failed to “preserve evidence and public records.”
The camera which recorded the incident belonged to Jackson, who refused to wear a department-issued body camera, according to Orosa.
“A citizen has the right to request those recordings to prove their innocence,” said Orosa. “The department could be found in violation of the State Public Records Retention laws because of Jackson’s actions.”
The investigation is being reviewed by the State Attorney’s Office and the police department’s Special Investigations Section.
