BWC footage shows man run at officer with hatchet before OIS

The man was unaffected by less lethal deterrents and continued to approach officers despite commands to back away

NORTH HOLLYWOOD, Calif. — Newly released body camera footage shows a hatchet-wielding man shouting and running at officers before he was shot on Nov. 30, KABC reported.

The man, now identified as Fransisco Javier Alba, 52, can be seen in the video released on Dec. 30 shouting at officers outside of a business. According to officers speaking in the video, Alba was making threats to workers at the business and was being asked to leave.

Alba spoke to officers in a way that indicated he may need mental health services. He can be heard in the video saying that he is a purveyor of “God’s law,” whereas the officers “damaged the law.”

Officers can be seen calling the Mental Evaluation Unit to see if the organization had had any contact with Alba, just before he started to approach officers.

As Alba began to approach officers, he was hit with beanbags and other less lethal deterrents, but continued his approach. After he came within feet of an officer, he raised the hatchet, at which point the officer fired several shots.

Alba was hit several times but was in stable condition when he was transported to the hospital, according to the report.
