Laying down the rules

If I pull a violator over who has no license (a fairly common occurrence on Cleveland’s East Side), I like to lay down the rules to him, something like this:

“I’m going to tell you what you’re going to do [his hands should be on the steering wheel]. I’m going to open the driver’s door and when I do, you will take your hands directly from the steering wheel to the top of the car. You will step out with your hands up, turn your back to me, and you will stretch out your hands across the car. You have no license to reach for so do not reach down. Is that clear?”

I rather like having him between the driver’s door and the body of the car because it allows me to pin him in if I have to, rather than chase him if he flees on foot. It also allows him to jump back into the car, though, but even if he does that, I’m still in good position to give him a fight.
