PORTLAND, Ore. — Body-worn camera footage from a police shooting in downtown Portland shows officers firing twice as the suspect appears to try to stab another man.

The Multnomah County District Attorney’s Office also announced that the case is closed in a decline to prosecute memo released Thursday.
“This investigation will not be presented to the grand jury as there are no material facts in dispute related to the incident,” the memo said.
At about 4:20 p.m. on Oct. 15, witnesses say 36-year-old Eric Hurtado was acting erratically outside St. Honore Bakery located at Southwest Washington Street and Broadway in downtown Portland, according to the memo. Moments later, he was seen kicking a security vehicle. He then entered the Oregon Wines store and began screaming and threw his phone and wallet, the memo said.
He then entered the Dossier Hotel, picked up an ornamental clock, and swung it at the hotel clerk. Outside the hotel, Hurtado attempted to stab a security guard, but the blade was not extended, the memo said. The first 911 call came at 4:33 p.m. from inside the hotel reporting that Hurtado had assaulted two people and had a box cutter.
Hurtado went back to the bakery, entered the kitchen, and repeatedly stabbed an employee, the memo said. The victim suffered a lacerated left ear, lacerated left neck to the muscle level, lacerated upper left arm, lacerated left wrist, and small fracture to the left upper arm bone, the memo said.
At 4:39 p.m., Portland police responded, and Hall spotted two men being stabbed outside the Vintage Hotel in the 400 block of Southwest Broadway, police said.
As Hall approached, Hurtado was wielding the box cutter and stabbing hotel employees, the memo said. Hall fired twice, striking Hurtado once, police said. One employee was stabbed twice in the forehead, the memo said.
Hurtado fell to the ground and dropped his weapon, body-worn camera footage shows. But he reached for the weapon and appeared to keep trying to stab the man he had been attacking.
Hall ordered him to stop and for the victims to clear the area, which they did, footage shows.
Hall and other officers provided first aid to Hurtado before he was taken to a hospital, where he was pronounced dead.
Two victims were stabbed, one inside a business and a second outside the hotel, and were taken to a hospital with serious but nonlife-threatening injuries.
A box cutter and blade were recovered from the scene.
Relatives of Hurtado previously told The Oregonian /OregonLive that he had been exhibiting signs of serious mental illness and his family in Southern California was hoping to fly him home to get help.
