NEWPORT, R.I. — A Rhode Island prosecutor from Connecticut has pleaded no contest to trespassing after body camera footage captured her telling police “you’re gonna regret” arresting her outside a Newport restaurant this month.
Special Assistant Attorney General Devon Flanagan Hogan entered a plea Wednesday of “nolo contendere” to a misdemeanor charge of willful trespass, Rhode Island court records show.

The attorney general’s office said Flanagan was on leave without pay for six months while it conducts a review of the incident.
Flanagan’s future at the Attorney General’s office was unclear. In a statement released on Monday, Attorney General Peter F. Neronha said Flanagan embarrassed herself and his office.
“On August 14, Special Assistant Attorney General Devon Flanagan mistreated the Newport Police Department and embarrassed herself, the Office, and frankly me,” he said. “We hold our attorneys to the highest personal and professional standards, and Ms. Flanagan plainly did not meet those standards here. Today, I met with Ms. Flanagan and placed her on unpaid leave for six months. I sincerely hope she takes this time to reflect on the seriousness of her conduct and makes corrective changes in her life. She has a long road ahead of her, but I believe that in the long run, our worst moments can inspire us to become better people.”
Flanagan attended Danbury High School and previously worked as a law clerk for the Connecticut Judicial Branch. While it appears she goes by Flanagan, records show her legal last name is Hogan.
She and a friend from Westport were arrested outside of the Clarke Cooke House in Newport on Aug. 14 . Newport police said they were called to the scene for patrons who were refusing to leave.
During the encounter, Flanagan repeatedly told police, “I’m an AG,” the footage showed. She also demanded police turn off their body cameras, claiming policy dictated they do so if a citizen requested it.
A restaurant worker asked for them to be cited for trespassing.
“Anything we can do, trespassed, yeah,” he told the officer, according to the video. “Cuff ‘em, please.”
An officer eventually placed Flanagan in handcuffs and led her to a cruiser.
“You’re gonna regret this,” she told him, according to the video. “You’re gonna regret it.”
Flanagan’s friend, Veronica Hannan, from Westport, was also arrested during the incident. Police charged her with willful trespass, disorderly conduct and resisting legal or illegal arrest, all misdemeanors. Court records show she entered a plea of nolo contendere to the charge of resisting arrest. The prosecution dismissed the remaining charges against her.
